Accident

I was driving up Cedar from Frontage in Berkeley when I came across a police barricade. If you aren 't familiar with Cedar, it's a back street you can use to get up to Shattack instead of the thoroughfare, University Ave. What I want to know is, how do you go fast enough in the late weekday afternoon on a backstreet in the middle of a dense residential neighborhood to make this happen?
